I am having the same issue. .NET framework 4.5 is installed. Trying to install from the link you gave says I have a newer version installed. Visual C++ redistributable package is installed (both x86/x64). I'm running Windows 8.1 64 bit, have an Aquaero 6 Pro connected. I've reinstalled aquasuite & visual c++ many times to no effect.
