It should be possible to order one from France, just ask them
They are not as fast as they would like to be with answering all the mails they get, but they don't ignore one, so don't worry

i think it would be best, if you write to Dino, couse he is the fastes on answering mails :o)
I don't think there are any problems by sending it to france.
But it's realy great, that there are people from france too, wo are intressted in de aqua-computer cooling sets
I've read about English people too, who wantet to order some products :o)
I think it would be a nice try to set up a little Homepage in English.... Maybe aqua-computer is so going to be the biggest Watercooling Producer :o)
