GTX TITAN acrylic glass edition, nickel plated version

Hi. Purchased this GPU water block from a US supplier and noticed damage and flaws. It was received new in box and vacuum sealed. Who should I contact regarding this issue?

Sure, it would fit, but why should you need active cooling for the back RAM chips...for a graphic card with no RAM at the back at all?
The Titan has 6 GB RAM, 3 GB on both sides. The GTX 780 only has 3 GB at the front around the GPU.
