Aquaaero Heat Sink Specs

So I'm wondering - the specs of the fan outputs for the Aqua aero 5 is 1.65 amps / channel. Is that rating with with or without the heat sink installed? Curious cause I have an LT on order & want to connect a 1.6 Amp PWM fan to output 4 & a 1.5 amp 3 wire to output 1. Will I need a heat sink?

spec on air is aprox 1A /channel
to get 1.65A you would need the water cooling block or active air cooling on AQ5 heatsink
