Fans stuck at a fixed speed despite curve

I just bought a Quadro and set it up for the first time with AquaSuite. Originally I used "Target temp", which seemed to work fine, but dialed in a basic fan curve tonight. After a little while the fans are stuck at 64-65% despite the curve saying clearly it is outputting 40%.

Please see the screenshot attached below. Why are the fans not responding?

Of course, I got confused with the scaling setup.
