AquaComputer Quadro not allowing zero rpm mode

Hi everyone, sorry if this has been asked before, my german isn't that good and I had a look but didn't find too much relevant information.
I have a case with 10 Fractal Design Momentum 14 RGB PWM fans in it connected to a Aquacomputer Quadro. 3 per header and 1 on the last one. I am running Debian 13 and using Coolercontrol/Coolercontrold to attempt to control the fans.
It's not going very well, these fans have a zero rpm mode which should in theory allow them to be powered off at the lowest setting. In percentages I can get down to 11% normally, however when I get to 10% weird stuff starts happening. At 10% the fans will spool down to 0rpm and then rebound back up and this will continue on a loop. When I attempt to set the fans lower the behavior is even stranger, if I try setting the fan to 0% the fan will jump to full rpm. It seems like I am stuck with 11% as my lowest value but I want to get zero rpm working.
Is this possible at all? Am I doing something wrong?
