Connecting Octo & Farbwerk to a single USB 2.0 header?

Both the Octo and the Farbwerk use half-size internal USB connectors, so is it at all possible to run both devices from a single header?

Every device need an USB Port. Normaly the Mainboard connectors have 2 USB Ports @ the 10/9 Pin USB headers. You can connect 2 Devices to this headers.

Yes, you can connect two 5-pin internal USB to one 9-pin motherboard USB.
