I was wondering if you guys are planning to make chipset coolers for the mATX Asus Rampage III Gene or if it's possible for me to 'special order' it?

We have currently no planes to produce a blocxk for that board.

A custom made block is always possible if you have the right amount of money ;) (a lot of money...)
