it looks like it, but I wanted to confirm - can the fountain affect of the aqualias reservoir be achieved by using the top (center) inlet to the res, instead of the one at the base of the res that goes up the center pipe?

Yes, would work. Since the water would be blocked at the center port it can only escape at the top through the holes around the rod. There is a small drilled hole between the center port and the top of the base. It acts as bypass to control the flow rate for the effect. Maybe you have to close it (headless screw is included) to get a better effect or maybe also let it open if the pump is very powerful because otherwise you might decrease the general flow rate.
