I have some new Phanteks fan and thinking of connecting 4 to one fan header. Manual has max of 2A per header and 8A for the whole unit. Max power on the fans is .36A. Combined looks like 1.44A. Any issue with all 4 on one header? Thanks.

Not according to the numbers you provided.
- 1.44A < 2A
- 1.44A = 17.28W < 25W

I read many many years ago that voltage spikes at start up can be a problem...not sure if it's true?
Also, can you use powered PWM fan splitters with the Octo and Quadro?
I use them with my motherboard...they take the signal from the header but draw the power they need from the PSU.
For example: Akasa Flexa FP5S
Can these be used with the Octo and Quadro?

Yes, that Akasa device is similar to a Spltty9 Active.
